step 1 >> copier does not require use of the control system to make copies.

Look at the keyswitch. If the key slot is turned to the override position (keyswitch running parallel to split in keyswicth enclosure), the copier will allow copying without using the copier control system.  Turn the key to the normal mode (shown below) to force the use of the control system.

step 2 >> copier does not require use of the control system to make copies.

Disconnect the copier interface cable from the keyswitch.  Try to make copies.  If copies can be made with the copier interface cable detached from the keyswitch, check with your copier representative to ensure that that the copier is configured to recognize an external counter.
